He means he has no markings to tell what each Pokeball contains in each.
He doesn't know how he is accurate without markings or a name...

Also, the odds of him getting the right Pokeball ~= Chances of seeing Ho-Oh 4(?) Times, and always at the start of anew journey. =P

He probably organized his team... if this was reality, but since it's a TV show, it's something he just does... if they wanted to, he could pull out a lightsaper and duel Giovanni to the Death... but that isn't pokemon now is it?? picking the right ball... is.
