Since anyone can use the avatars at any time (except Staff Members) there's really no need to do that. Once it's completed, of course you can use it.

Is it okay if I use the Victini and Resolution form of Keldeo renders for a signature. The website it is being used on is called Pandora Gaming Network. I will be using V.1 victini well here you put it as V.1 but on your devianart account you named it V.2

Sure, you can use them. (I think the version numbers are mixed up here because of the old Victini artwork I made when it was first leaked through the Movie 14 preview trailer - I think I listed that as something other than v.1, so the v.2 artwork on deviantART became the v.1 for this thread's purposes.)
