because 30 for 2 energies is much for a basic
look at pikachu hp, mareep trr and growlithe fr-lg
pika: needs to flip 2 do 30
mar: needs to flip 2 do 20
grow: needs 3 energies to do 40

and octazooka came from the original octillery

Black ice from comes dirty ice on the road which is toxic with gasoline & dirt hence poisoned and is very cold hence paralyzation.
