Ruling Azelf Psyjamming vs Torkoal's White Smoke

Hello, I'd like to know what happens when:
1. Torkoal (LA) is active on Player A, with a DCE.
2. Azelf (PLB) is active on Player B
3. Another irrelevant pokemon (let's call it Caterpie) is benched on Player A, with a DCE.
4. Azelf is using Psyjamming against Torkoal.
4.a. Player B tries to move DCE on Torkoal to Caterpie.
4.b. Player B tries to move DCE on Caterpie to Torkoal.

Would 4.a or 4.b work? If so, which one and why?

Torkoal (LA)
Poké-Body: White Smoke. As long as Torkoal is your Active Pokémon, prevent all effects, including damage, done to your Benched Pokémon by your opponent's attacks.

Azelf (PLB)
Psyjamming: Move as many Special Energy attached to your opponent's Pokémon to your opponent's other Pokémon in any way you like.

Double Colorless Energy
Special Energy
Double Colorless Energy provides [C][C] Energy.
