When does this actually come into effect? Ive had numerous people say it started the 6th but others are saying it starts the 25th. Anyone know exactly when?

The pokebeach news story says the rules come into play on the 25th. The theme decks come out on the 6th, but the new rules don't start yet. I dunno, that just what I read.
