that baby elekid was so popular, doing damage without energies, and even from the bench. an easy way to charge your active, and with that baby power. I even used it in my riptide deck (feraligtr).

Why is it so hard for some people to understand? Just accept the answer that the Baby Rule doesnt exist in modified cards instead of arguing... The new cards are Not classed as Baby pokemon. They are BASIC pokemon and that is all they are. They cannot evolve into their 'evolved' forms normally (e.g. No card in modified says "evolves from Tyrogue"), and this is only specially allowed through the poke-power. If that power is turned off, then they cannot evolve.
Which leads me to saying this before someone asks... You cannot use Wally's training, PETM, etc to search for the 'evolved' basics. There's a stack of rules under the "Stages of Evolution"/"Baby Evolution" titles in the Compendium if you want to read them.
E.g. If you have Tyrogue UF as an active you cannot use Wally's training on it for Chan/Lee/Top. Why? Because Chan/Lee/Top do Not say specifically on the card "Evolves from Tyrogue". Yes they may say that when they are evolved they use their poke-bodies, but they are also classed as basic pokemon, not stage 1's. They dont say "Evolves from Tyrogue" so Wally cannot be used. Again here, Chan/Lee/Top may have evolved from Tyrogue before and in the GBA games, but they dont class that now...
