IMHO Reshiram and Zekrom aren't needed for Outrage. There are no pokes with L or R weakness, and if you want to load them for Bolt Strike/Blue Flare there'll be an opponent's Catcher ready for you.
I think it'd be much better with a heavy Electrode Prime line and maybe more Kyurems. However, Tornadus may be useful as well for early game prizes.

Yanmega prime is weak to L and cobalion/durant are weak to R.

I ran a similar deck at 2 local cities tournys and found that twins works wonders in here due to skarmory getting KO'd early. rainbow energy also works quite well, as it lets you attack with blue flare/glaciate if needed. I would try this:

-4 Lightning Energy
-2 bianca

+4 rainbow energy
+2 twins

If you find you dont like twins, try cherin in its place, as it helps draw.

How many of each dragon/cobalion would you suggest running? Also would adding in Dodrio be a good idea for lower retreat costs?

I got top 8 at my local cities running this pokemon line:

3 skarmory
3 cobalion
2 tornadus
2 reshiram
2 kyurem

As for dodrio, its a good idea, but I dont think I'd run it. I never needed to retreat too often, and when I did I had switch.

Updated the deck.

Things I'm unsure about right now are the Trainers. I feel that 21 Trainers is way too much with the Lock decks out there. Any suggestions?

Played more today and found myself drawing a lot of trainers and not getting energy fast enough. Any ideas to make the deck faster/ more consistent?

Bianca is useless. Run sage's instead. It gives much better draw support.

I would run Sage's, but there's not much I can afford to just throw away to get cards to my hand.

Really? How about the extra collector, the extra energy, or the extra pokemon your not using in the specific matchup. At least take out the Bianca for something. I also just noticed you run communication. Could you please explain to me the reason for it? I'm just not seeing it because you run all basics. Also, skarmory isn't too needed- you might be better off just running plain six corners.

If I take out those cards, that would leave 8 spaces. What would you suggest I replace them with?
