If Bastiodon is damaged when it is on the bench, will "Anger Revenge" does additional 40 damage to my opponent's bench pokemon?

Yes. It doesn't matter where Bastiodon was when he was damaged, as long as damage occurred.
How about "put damage counter"?
No. Placing Damage counters or taking damage via a condition like poison will not trigger the bench damage.
This brings up some questions of my own.....I'm new.....
I know poke-powers can be used from the bench, but what about pokebodys?
Also, does Bastiodon actually have to USE the Anger Revenge attack to deal the additional 40, or is it just whenever he's damaged I can deal 40 damage to any of the opponents benched pokemon?

If the Pokebody never states that Bastiodon must be active, then it can be used once in play.
The additional 40 damage is dealt whenever Bastiodon receive any damage from your opponent's attack except "putting damage counter".

The 40 damage is part of Anger Revenge's attack text. Obviously you have to use Anger Revenge to trigger that.
