Ruling Battle fault questions

Okay here is a question.
Lets say my opponet mis judged his moves and used and attack and thought he Knocked out my pokemon and he didnt, Example..
I have Espeon MD out and my opponet has kingdra Ex delta out,
He uses Protective swirl for 80 damage, and he forgets about Espeons
ability which gives all pokemon who evolve from Eevee +20 HP,
he thinks Espeon Is knocked and he grabs a prize card, but im not knocked out.

SO what do i do>>??
I heard that my opponet puts the prize back and shuffles his prize around and i get to pull a technicality Prize card, Is this true???
 
He means a Prize Card Penalty.
Depending on the judge, the player, and the tournament, the prize cards would be shuffled, and your opponent would get a Warning, a Prize Card Penalty, or possibly even a Game Loss.

Just be very careful about trying to get your opponent penalized.

Game state is the responsiblity of BOTH players at all times. Best course of action is for you to ensure your opponent knows very quickly that he hasn't knocked out your Pokemon and for you to ensure he doesn't draw his prize card. If as I judge I felt that you were waiting to try and extract a penalty from your opponent, by having him pick up a prize card and then calling a judge, I would have no problem handing out a game loss ... to you. I've seen a significant rise in this kind of play this year and I have very little tolerance for it as it is completly contrary to the spirit of the game.
