Bebe's Search states that you can search your deck for a pokemon. it doesn't specify that the pokemon has to be a basic or evolution and seeing as lvX's are considered pokemon, bebe's Search can search out any lvX regardless of its stage.
 
No. Roseanne's can't search out Basic Lv.Xs or any Lv.Xs because they are not considered Basic Pokemon in the deck.

expanding this thought. pokemon lv x evolution stage is the same as the pokemon below it while on the field, while it is in the deck however, it doesn't count as a basic nor evolution, but it is still a pokemon. so it blocks any effect that doesn't search for pokemon in general, like bebe does.
 
^Similarly, cards that refer to searching for a 'Basic Pokemon or Evolution card' have been errata'd to just search for a Pokemon, such as Poke Ball (or Celio's if you play unlimited). If it refers specifically to Basic Pokemon or Evolution cards (Roseanne's or Elm's Training), a Lv. X cannot be searched for, as outside of play, it is not any stage of a Pokemon, but only adopts a stage when it Levels-Up a Pokemon in play.

But that's what Premier Ball is for.
 
^ i believe you meant masterball rather than pokeball, platinum's pokeball says to flip a coin, if heads search for a pokemon.

but yes, balls like the poke, dusk and quick let you grab any card, as long as it's a pokemon, great says only basics, so no evos or lv x, and premier says lv x, meaning you cant search basic or evolutions, just lv x.

a nice way to say this is that there are basic, evolution (stage-) and lv x cards, and these all fall under the "pokemon" term.
