I honestly do agree with you on the RnB part, very few artists do write their own songs there. Ne-Yo obtained most of his fame from being a ghost writer.
However Rap is written mostly by the artists who made the song, the producer handles the beat, and then contributors throw lyrics in there. It's not very common for a rapper to have their song completely written by someone else, since they'll no longer really be a rapper. Auto Tune (I think that's what you were referring to), is mainly used for choruses and not very often on the actual lyrics, though I feel like I should say that even on choruses auto tune isn't found on too many rap songs anyway. Sound Editing software is used by a lot of artist you'll hear on the radio, but it's not often used well supported artists who typically use bands to record their music (heck even Eminem used bands for his albums). I can see your point but most of that is based on sounds you hear on the radio (which in my opinion isn't a good representation of what rap is anyway).
