Hmm... I think the best is Ninjask's Slash from EX Deoxys. 30 damage for ©? I think that's only happened once. That, combined with swords dance and the poke-body, make Ninjask a very potent card. So, what do you think?

There are a stack of good 1 colourless energy attacks, there is no 'best' since they are all good in different situations.
