Hello, noobie here! I've been in Pokémon from 2008ish to 2010, then a bit of 2012, then some 2013 and to now. I've had Blastoise in this deck since I started again back in 2013, but I've always been making changes. It was originally Blastoise Seismitoad, and that was bad, so I've always kept making changes, and I think this might be the final need of change. So, enough BS, here it is!

First thing: Battle City and Level Ball is not legal in BCR-On, and if you want to use an Extended Stadium for an Extended decklist, I suggest Tropical Beach. I'm also assuming the Kyurem-EX is from Plasma Blast...

-1 Emolga (There are better ways to use a turn).
-4 Exeggucute (Not really useful, particularly as you have no conistent way to get them into your discard).
-1 Suicune (Not too useful due to the huge energy cost, and is barely useful as a wall in this deck; it is better to power up one of your other Exs)
-2 Level ball (Not Standard format legal)
-1 Rare Candy (3 should be enough)
-1 Bicycle (Don't have the space)
-4 Switch (Float Stone + Keldeo-EX is much better)
-1 Pokemon Catcher (Not that great with the coin flip)
-1 Silver Mirror (You can use better tools)
-3 Battle City (Not Standard format legal)
-1 Double Colourless (You can't search for it or abuse your Deluge)

+1 Blastoise (Consistency)
+1 Squirtle (Consistency)
+1 Wartortle (Consistency)
+2 Keldeo-EX (Rush In + Float Stone is a much better combo; and you can even attack with it)
+3 Float Stone (For Keldeo-EX --> free retreat)
+1 N (Consistency)
+1 Colress (Consistency)
+1 Lysandre (Consistency)
+2 VS Seeker (Great card)
+3 Training Center (The best stadium for this deck ATM)
+1 Professor's Letter (Good for getting the energy)
+2 Superior Energy Retrieval (For getting energy from the discard)
+1 Water Energy (11 is a good amount)
 
Are you sure? It says the new format allows B&W Promo 15-on, and Battle City is like 17 or 20 or something. Otherwise, I will check out your advice. Thanks!

The new format allows BCR-on, B&W Promo 50-on and XY promos.

So like, everything you said to do worked out great except for one thing, I mulligan like 5 times before I can get a single basic out. What should I do about that?

Are you using TCGOne? If so, the emulator can do that a lot, it should be better in real life. Nevertheless, there isn't too much you can do about that, as your deck uses enough space already.
 
You could try shuffling better. 9 Basics should be plenty. You'll still mulligan occasionally; even Flareon which plays like what 15 Basics will still get mulligans. If you're not pile shuffling, you should probably be doing that.

I'm using real-life, at the moment, I'm using proxies, but only like 4 or 5.

I usually use the normal Pokémon shuffle and I do that about 6 times.
