Honestly, I think the best way to go with this deck is to take out frosmoth and go full-on Rose. Frosmoth decks have shown to be REALLY inconsistent since the card came out. For this deck to pull off a T2 Attack, you need a snom and a Blastoise V on T1. Then you need a frosmoth, a Blastoise Vmax, 3 energy, and a switch card. This is simply unfeasible to do.

Blastoise also has the additional acceleration from grand falls to fall back on, so you only ever have to use Rose once, unlike other water Vmaxes like Inteleon. There was a recent article on this deck on Pokebeach. It is a premium article, but you can get the basics by reading the preview. The list is pre-rotation, so here's my take on the same deck post-rotation:
