I used to play pokemon competitively but no one at my locals really played anymore so I stopped. Everyone is getting back into pokemon and although there aren't tournaments who would want a scrub deck even for just casual play so if I'm doing anything wrong please tell me and explain suggestions because I don't really know much atm.

Cards I'm considering running are Energy Retrieval(s) and Special Dark Energy(s)

Main strategy is to get Blastoise with Double Colorless attached in front and Floatzel on the bench to get half of the water energy requirement for Blastoise's attack then attach water energy for turn and wash out the other energy to Blastoise.
 
-1-0-1 Blastoise line I think 3-2-3 is the most you'll ever need
-1-1 Floatzel you could never possibly need more than 2 floatzel out, in fact you'll rarely want 2 out
-4

+1 Communication any deck revolving around evolutions without PETM should have 4 of these
+3 Pokemon Reversal this will allow you to switch in one of your opponents weaker pokemon, allowing you to snipe easier

The reason I play 3-3 Floatzel is so I can get it as fast as possible and if one gets sniped I still have more, idk Blastoise is pretty much my only attacker other than Zoroark so I was told to keep 4. I agree that I need a 4th Communication anything else I could drop? Pokemon Reversal isn't needed because Blastoise can already snipe or at least thats what other people have told me.
 
In the previous format, why would players run luxray g lv. x with garchomp, who can already snipe? To pull up pokemon that couldn't do much damage and would have a hard time retreating. Reversal can try to mimic that ability by pulling up pokemon like emboar to give you longer to snipe around without worrying about the opponent KOing you.

Why would I know this I haven't played in awhile. But seriously if you were going to suggest changes I asked for an explanation because I haven't played in so long, saying "this will allow you to switch in one of your opponents weaker pokemon, allowing you to snipe easier" doesn't really tell me much of anything especially because you said "weaker pokemon". I'll admit I thought of Pokemon Reversal when I made my deck list but my friend said "Nah you shouldn't need that because Blastoise just snipes anyway". I could always give it a try but could you suggest taking out something that isn't Blastoise/Floatzel I feel like keeping those at the amount I currently have them at.
 
It's that 24 is a tad bit high for a pokemon count and 21 is semi-low for trainer so I figured it would be best to remove some pokemon for reversal. If you don't want to remove any pokemon you could remove sage's training for 2 reversals.
 
I could drop a Mantine and Sage's Training for 2 Reversal and another Communication because Communication is faster than Mantine. Thoughts?
 
Since none of your basics have free retreats, you'll want mantine as your active at the beginning of the game for it to attack t1. However, I do think the idea of upping communication to 4 is good.

Oh right what about special dark energy? Would it be worth it so I can have access to Zoroark's first attack and +10 damage?
 
It might be, his first attack is pretty good, letting you search for a card, but I think the bigger thing is that with special dark he can OHKO a full health Zekrom, which is pretty big in a water deck. Not sure what you could remove, though.
 
Yeah the ability to 1hko a fresh Zek is definitely important I originally was thinking of dropping like 2-3 water energy but I have trouble drawing the water energy sometimes.
 
I think it might be better to go -1 water -1 DCE +2 Sp Dark. I'm just not sure you really need 4 DCE, even with blastoise and zoroark using it.
 
I plan to run a very similar deck. Although I don't see the point for Interviewer's Question? You can't attach more then 2 energy a turn so pulling more seems trivial. You could make space for other cards.
 
i have tried this deck it didnt work for me but6 if its working for you then go for it

the 2 dark energy are a great addition it helps with zeckrom and reshiram (because of the rule that if you don't have {R} energy you don't discard)
