I wonder how you'd make its attack viable. Getting 10 damage counters on your own Pokemon consistently seems hard to say the least.
Sorry to be the bearer of bad news but the Japanese does indeed limit the damage to attacks against the active Pokemon.Also the posted translation doesnt specify doing 20 more damage to just the active pokemon, which makes me wonder if it will apply to bench damage as well which would make the Kyurem EX way more interesting.

No it wouldn't since trick coin is for attacks only.Trick coin can do that,if it is capable for abilities just like that.
