I'm pretty sure Ex = Extra. Look at Extra Draw (HL Heracross), Extra Ball (HL Castform)... there's a few more, but I can't recall them off the top of my head.
I'd say go for Unseen Forces or Legend Maker, they're the best sets we've had.
