I’m making a deck for my friend, and he has his heart set on a Lunala GX deck. The deck must be budget friendly, but he has most of these cards already. There are some weird additions that we put in for very specific reasons. While Lunala GX serves a nice supportive role and is an all-star in the Volcanion EX matchup, baby Lunala is the true hero. Against Greninja, the deck only needs to set up two baby Lunala and an Altar of the Moone to spam Wings of the Moone. Mewtwo GX is the weaker version of baby Lunala, but it’s nice because it’s easier to set up since it’s Basic, and it has a better GX attack than Lunala . Baby Mewtwo is there for the Hoopa with GX/EX immunity; we don’t want to lose any Lunala because of weakness spam. The deck has had a lot of success; he can beat Metagross (Lunala’s 160 HP FTW), and Lunala GX’s tanky HP and Max Potion spam lets him have the upper hand in weird matchups. However, he has early game consistency issues, and occasionally finds himself stuck with a single Lunala. Is there a way to fix the consistency issues in this deck?

N and Lele. N and Brigette are pricey, but they're really worth it. Counter Energy should also help immensely. Last but not least, exp.share and Choice Band, along with more Guzma can be a life savor

You don't need more than 2 Lunala-GX in there, because it is mainly support with its ability. Baby Lunala, while the main attacker, is hard to keep streaming and you'll have Stretcher for a third one.
Mewtwo (SHL) kinda sucks.
Keep 1 Lillie, even though you don't have Lele for T1 exploitation. 4 is way too much.
Skyla is way too slow, especially since your issue is consistency.

All pokemon suggested as replacements give you outs for slow starts: Vulpix to search for evolutions, the others for draw power one way or another. Additionally, Oranguru OHKOs an energized A.Ninetales/Hoopa.
You really need N for consistency and disruption.

A glaring exclusion is Choice Band. You should find room for it, although I don't know what to take out.
 
So I used to run a variation of this a few months ago but with M Mewtwo. I used Lunala GX as support but it wasn't too good, mostly because I didn't have the experience I do know. I actually thought of rebuilding this with the new Mewtwo GX that came out. The changes I would do would be:

Wally - at least 3, he helps speed up evolution a lot.
Timer balls - with evolution heavy decks I always try running some timer balls. Try switching 1 nest ball for a timer and see how it works out.
N - switch out as many N's for as many Lillies/Sycamores as you can. Mainly Lillie because she isn't always as useful.
Wishful Baton/Exp Share - have these on your active/bench helps you save 4 energy. just field blower when no longer useful
Professors Letter - running 3 elixirs with only 10 energy may not always be the best decision. I prefer P-Letters because I can grab 2 energies and it also helps thin down your deck a little if you need it.

A-Vulpix - So vulpix has low HP if you haven't noticed so it will definitely get knocked out a turn or two after you use its attack and costs you a prize card. Even if he survives, he will just take up a space on your bench. I personally wouldnt add him unless there was a way to bring it back up into my hand.
Lunala GX - Do you really need 3? If its going to be one of those things where you decide between baby/GX mid-game then you should run a devolution spray or acerola or scoop up, something to devolve cosmog and start over.
Mewtwo - So you only have one of each so it isn't too big a deal but I guess you have to decide how much more useful they are going to their lunala counterparts.
Lunlala is actually quite fun if I remember properly. Next set there is Lunala Prism which can help with energy recovery so you probabyl wont need the baton/exp share i recommended.

Also which baby lunala are you talking about, because the one from Guardians Rising is Stage 2.
 
There's a big huge giant elephant- (technically not an elephant but a fox) in the room when talking about Lunala. It's Zoroark, and he's everywhere, and hits you for weakness. You need 5 energies & a choice band to OHKO with baby Lunala (i think thats right?), while he only needs a total of 4 pokemon on board to get the baby- and a full bench+choiceband gets the GX.

In Ultra-Prism you might have a work around by squeezing in that Solgeleo (No Weakness), which would evolve from the same line, but in the meantime you might have to run Weakness Policy as a tool and hope that they dont hit Field Blower? Otherwise I think this matchup is an autoloss- that spans across a lot of the meta decks.

Going off of semurphy's suggestion above, I might swap out one of the Lunala GX's with a DCE Solgaleo GX once we get it, and the Shauna's are getting replaced with Cynthia's once Ultra Prism drops. If I happen into a Lele GX somewhere along the line, it'll replace the Mewtwos (which mainly serve to stall turns with Barrier, but Lele would make this whole shebang a lot stronger overall, wish it weren't so damn expensive lol). In any case, it's not as weak to Zoroark as your deck, although it's still a poor matchup.
