If i play Burmy plant cloak at the begining of the game, can i evolve it due to it's pokebody Cloak evolution, Or do i have to wait? also, same situation but i go second due to my opponent having a sableye can i do it?

I'm not quite sure that is completely correct. I'm fairly positive that Duskull SW can use Reaper Cloth to evolve on turn 1.

So I would assume that Burmy's body does the same.
 
You can evolve burmy(PA) as soon as you place it down on your bench.

There is no rule that stops you from evolving pokemon on your first turn, but there is a rule that stops you from evolving a pokemon on the turn you play it but Burmy's pokebody lets you pass that rule.
 
So i'm gonna go with a yes?

also, are Burmy plant cloak, trash cloak and sand cloak all considered diff names?
I.e. i can use 4 of each in a deck?

Yes, you can use up to four of each because they have different names.

there is a rule that stops you from evolving pokemon on your first turn...if you have a theme deck rulebook, you might want to read that

but you can start with any Burmy (PA) and evolve on your first turn due to it's Cloak Evolution pokebody...just like Duskull (SW) can evolve into Dusclops even if you start with it on your first turn
