If i play caterpie first turn and pupate can i emerge from metapod and get butterfree on turn one, or since i can't evolve first turn i won't be able to do that? Also can i just evolve Caterpie to metapod then do I have to wait a turn to emerge?

No, mainly because it's the first turn and trainers aren't allowed. And otherwise, no, because Candies only work on basics.

yes, you can use any card/power that breaks the normal rules.
Baby evolution, Pupate, Emerge, Rare Candy etc...
As long as you can use the card, you can evolve when you normally couldnt.
