With a tight budget (about $30-40) and you're looking for a good deck, here ya go ;)

Strategy:

Try to get Goth, Victini, and Gardevior out as soon as possible for maximum offence,
use El Parfum to get them out, and Sigilyph is an EX Counter.

Well, I'll try to help out. Your deck looks nice, and I think it might work as a fun league deck. Let's get started!

1. Take out the grass energies. You don't need them, as Roserade should never be attacking. She's just to pull out cards, then look pretty. I'd replace the grass energies with Super Rods (You NEED them for when you're knocked out).
2. Now that we have only one type of energy in the deck, we can safely take out the Energy Searches. Just replace them with 2 more psychic energies.
3. 3 Tool Scrapper's pretty heavy for a deck focusing on OHKOs...so I'd take out 2 of these (One'd still be useful for exp. shares) and replace these with Eviolites (Victini would otherwise die too fast to Night Spear residual).
4. Why both Mewtwo AND Sigilyph? They do the same thing (Counter Mewtwo), so I'd personally would take out mewtwo and add in another Sigilyph and an emolga (You really want to start with emolga).
5. Switch isn't that big of a necessity in this deck, as everything can retreat for one energy (with Gardevoir in play, of course). I'd cut all of these and run max potion in its place (You can recover energies with super rod, and thanks to gardevoir you have an effective 1-energy attack, perfect with max potion).

There are a few other tweaks I'd make to the deck, like a 4th level ball (Searches Emolga/Roserade/sigilyph, all important people), 2 Random Recievers (To have supporters more guaranteed w/o clogging your deck with Cheren), and a 3rd Victini, but I'm unsure as to what to take out.

I took another look at your list, and realized I didn't notice the Blend energies....they're useless, in fact detrimental in this deck. Only basic energies are boosted by Gardevoir, and I recommend taking 3 out for regular energies, then the last one for another level ball.

My only major concern is if Roserade is really necessary for this deck to function well? You said that Roserade's main function was to help you set up your other Pokemon. I think that it might be too slow to have to first set up Roserade in order to set up the rest of your Pokemon. I think that Emolga and a decent ball search engine combined with your draw supporters will enable you to set up quickly enough.

If you were to go this route, I would suggest the following:

-2 Roselia
-2 Roserade
-2 Devolution Spray

+3 Ultra Ball
+2 Cheren
+1 Max Potion

I would like to suggest Random Receiver, however you want this to be as affordable as possible so I will leave it out (as I write this, I also need to take out the 3 Pokemon Catcher that I wanted to suggest :p).

Granted, Roserade's ability is very useful. If you wanted to keep the deck focused around Roserade I would first suggest adding two more Devolution Spray to bring the count to four (necessary for your strategy of playing Roserade down as much as possible). My next concern would be whether or not you have too many Pokemon and if you have the right Pokemon? It seems like your deck will be very vulnerable against popular Psychic cards such as Mewtwo-EX, Mew-EX and Sigilyph.

Unfortunately I have never played a deck such as this so I'm not sure what the best direction to take would be. Your best bet is to test, test, and test some more! I'm very interested in seeing how this turns out :D.
