the strategy is to power up raquaza EX asap with emboar and/or eelektric and do massive damage.
im always open to critisism, although it has to be constructive.
PS: more energy or not?
 
I would run either Emboar or Eel, but not both. Personally, I prefer Eelektrik in Rayquaza EX decks, just because you have a way to get back your energies you discarded without using 4 Energy retrievals, but that's just me. Also, if you were to run Emboar instead of Eels, you should stay with about 10 Fire enrgy and 4 WLFM Blend energies. Even though they could be discarded by enhanced hammer, no (usable) deck other than Hammertime will be able to use 4 enhanced hammers, simply because they don't run that many. If you're using both Emboar and Eel, which once again I disagree with, you may want to stick to one type of energy being discarded. If it's fire, use 4 energy retrievals. If it's electric, then run more of those.
 
You should only play 1 of the 2. I would prefer eelektrik because there won't be any need for retrieval. 10 electric ebergies 4 fire (they can't enhanced). Also then run skyarrow bridge. For you to retreat and give the energy.
 
I agree with the other comments, it shouldn't be too difficult to draw out what you need if say you go with Eelektrik. I would however increase your Ultra Ball line and take out Cheren for Bianca. Your strategy should be something like Ultra Ball, discard Lightning Energy, Bianca and then Dynamotor. If you're taking out Emboar and Rare Candy, that'll then leave you space to perhaps make the deck a little more consistent and enable you to draw into your {R}. Random Receiver would be the other obvious inclusion, (take out Cilan). Have you also considered Mewtwo EX?

First things first: get rid of emboar. It's flat out slow and is not necessary. Run a 4-3 line of Eeketrik that you could tweak with once you get a feel for the deck. Garchomp will rip apart this deck so consider running a secondary attacker, which is totally your choice. Looking at you supporters, all is good except for Cilan if you run it at all play at least 2. For trainers get rid of heavy ball and max out ultra ball. Add one level ball to help set up eel faster. Max out catcher and add one more super rod for recovery. Lower the amount of fire energy you use.

how about if i add, 1 raikou ex or mewtwo ex, 2 potions and 3 skyarrow bridges??

Find some space in there for Plus Power. It's a great card and is still viable in the next format. Max Potion is hardly worth the space, especially since Rayquaza will get one-shotted and Raikou will be able to take 2 prize cards before dying, so it doesn't matter if he goes.

That would be pretty good but try more raikous. Then you take out all altarias and garchomps attack will be weaker. Then you should do 2 Raikou EX, 2 Max Potion, 2 Skyarrow bridge.
