My response to this is: EXes. They have so much HP. Think about a Zekrom Ex With Large cloak on it, you have to burn 4 Energy to OHKO it. You want something to boost it's damage without having to set up so many eels on the bench. If you want to be consistent, then your bench will be: 4 Eelektriks, 1 Rayquaza EX, with a Rayquaza EX active. I reccomend altaria for this. The deck suffers from Garbodor once you put in altaria, so put in a raikou EX. Put in a forth Rayquaza Aswelll

According to your logic, to knock out a zekrom EX with a large cloak, I'd need 4 eels right, true.
But now I'd need 3 eels and an altaria, which is just as much setup, but less consistent, so no thanks, I'll stick with the eels.

I do think I should add catchers and tool scrappers for garbodor.

a 4th rayquaza isn't usefull, so is raikou EX, it'd make the deck less consistent. I wont even be able to use 4 rayquaza's. Raikou Ex just to counter carbodor, I do think tool scrapper is a better one at that.

you Do realise you're advising me to get rid of ultra ball (only way to get my attacker) because it discards, but you're telling me to get junipers. Sarcasm much?

Not to be Mean, but I wanted you to add in Juniper so that You could get supporters quicker. But I guess You could put in random Reciever. I suggest adding in the last Rayquaza, because now you have 3 Cards you are meant to attack with. 3. 3. 3. add in the last Rayquaza, it helps with consistentsy.
 
And I did add juniper, I just think your argument for the ultra balls ws invalid.

What do I remove for rayquaza without making it less consistent.
 
If you aren't going to use 4 fast tickets, I wouldn't use any. Also, I think you should add in the non-ex Rayquaza, It's the only non-ex basic Pokemon that can one-hit any dragon Pokemon. Also it can one hit Sigilyph, which your deck would have a hard time against without Rayquaza. If you don't put in the non-ex Rayquaza, than at least put in a single NV Eelektross, which will help against Sigilyph. I don't see the need for Eviolite, Rayquaza and Rayquaza ex both one hit you, and other than that, everything will two hit you even with the help of Eviolite. You also have WAY to many revives and super rods. I personally would only play 1 revive and 1 super rod at max. also, tyrogue can't one hit the 40 hp Tynamo, Tyrogue's attack isn't affected by weakness or resistance. Changes that I would make:

- 3 Eviolite
- 1 revives
- 1 super rod
- 2 30HP Tynamo

+ 2 Raquaza
+ 2 40 HP Tynamo
+ 1 Juniper
+ 1 fast ticket
+ 1 tool scrapper

any pokemon doing 90 damage will 2 hit me without eviolite, it's also not unlikeley my opponent has pluspowers, so I'll drop 1 eviolite and 3 fast ticket for 2 rayquaza 1 juniper and a tool scrapper
 
Definitely needs raikou EX, and I don't see the purpose of prism energy here. either go all prism or all fire, not half and half.
Or, you could throw in a few of the new blend energy instead of 1 or 2 lightning energy, and add 1-2 milotic.
 
Blend energy lets you use milotic, an awesome searching card that lets you get any 3 cards you want from your deck. at current, prism energy only provides fire energy, and can't be recovered from the discard pile as fire energy can. Raikou is needed because Garbodor rips eels apart, but if you can KO one with raikou, you can restart your rayquaza spree to make sure they don't get another one.
