Of course he can join.....simply notify one of the moderators on the site in a PM that your brother is going to join the site and go ahead and let him register.

Moved because it belongs in Site Discussion, as opposed to Misc. If any other mods think it's better in the Welcome forum, move it there instead, but I thought it was best in here.
 
Oh ok btw he logged me out and he said he can't register becuase he has to wait 24 hours plz help
