Ruling Can Hydreigon EX Attack Aegislash EX With A Special Energy On It

As said in the title I was wondering if Hydreigon EX could attack Aegislash EX with it's attack Shred even if it has a Special Energy on it. I am confused about this because on the attack it says "effects of the opponents active Pokemon" so I am not sure if that includes abilities or not. I appreciate all input!

It does include Abilities. Shred will do damage as normal, with no reduction from Aegislash-EX's ability.
 
To expand the scope of this, "Shred" attacks like Hydreigon-EX's attack pas not affected by any effects on the Defending Pokemon that would cancel or reduce damage, including Aefislash-EX's Might Shield, Suicune PLB's Safeguard , Hard Charm, etc. The exception is Weakness and Resistance, as these are not considered "effects" but rather game mechanics. A Pokemon that is weak to a "Shred" attacker still takes double damage, or takes 20 less if it has Resistance (there are currently no Pokemon that resist Dragon, but this applies to any Pokemon with this sort of attack). Contrast Cobalion-EX's Steel Bullet attack, which is worded similarly but also states that it ignores Weakness and Resistance, which Shred does not.
 
So would this attack be able to attack Dialga EX if it used Chronos Wind? I appreciate all input!
 
Please post a scan of Dialga-EX. We need to see the full card text in order to make an accurate ruling. Thank you! :D

My guess is that Hydreigon could not attack after getting hit by Chronos wind because the effect of Chronos is not an effect on Dialga Ex but an effect on Hydreigon itself. So even if you would Lysandre another pokemon on your opponent's bench you would still not be able to attack with the Hydreigon that got hit with Chronos wind. Is this right? :)

That is correct.

The effect of Chrono Wind is being applied to Hydreigon-EX. Shred only works through effects on the opposing Pokemon
