No, in order to take advantage of what Plus Power does, the attack must deal actual damage

This is a common rule to remember.

If at any time during calculating DAMAGE (so not effects/damage counters), you end up with 0, the damage calculation stops and nothing can be added/removed anymore. Therefore, Pluspower cannot add to non-damaging moves.
