Ruling card rarity

i have seen a pokemon catcher online which is a holo rare is this a legal card

It isn't unusual for cards to be halo graphic like you describe. Unless it is obviously a forgery then it is alright.

This isn't a rulings or mechanic question, so any further can't be answered here.

Pokemon Catcher is a uncommon trainer item card.

The holo rare you saw was a typo. It is most likely for a reverse holo pokemon catcher, which is not a rare rarity card, but hard to find rare
