Legitimately, Mew could have been obtained from a Nintendo event a few years ago at Toys R Us.

you can get a mew off of pokemon ranch for putting 1000 pokemon on it

If I'm correct there's a glitch in Generation 1 that could get you a Mew. And like what Aj1234119 said, you could get one by depositing 999 Pokémon at Pokémon Ranch, but it costs quite a few Wii Points on the Wii Shop Channel and is only compatible with Diamond and Pearl.
