Ruling celebi ex with mega evolution

That's an interesting question.

I want to say yes, since on a M.Pokemon-EX it does say 'Evolves from ______ EX' and thus would be an evolution, however that is not a definite answer. That is only an educated guess, and I cannot offer an official answer on that point.

Your best bet would probably be to wait until the XY prereleases (in about 2 weeks) and ask again then.

The US pre-release isn't until this weekend, and the rulebook on Pokemon.com is still the one for the Kalos Starter Set. I wouldn't be comfortable answering until the XY set's rulebook is posted.
