In any meta where SPs are even fairly popular, this should never ever be used, ever. In metas where most of the competition consists of evolved Pokemon decks (which is basically anything non-SP), this card can end up becoming phenomenal. It can speed up itself and other Pokemon on its own side with Forest Breath, and Time Circle walls Evolved Pokemon. Problem is, with anything non-evolved it's gg. Plus it only blocks damage, so Gengar's Shadow Room OHKOs this thing. I dunno. It's too fragile...
2. What popular metagame decks could it be used in?
Probably Leafeon, or decks that revolve around itself and the use of its Poke-Power and/or attack. There aren't a whole lot of decks like that, though.
3. What combos can you use it with? How so?
Have {P} on this card already, use Forest Breath for a Grass, then attach 1 energy for the turn and prepare to attack. Or, power up another Pokemon by having an Unown Q equipped to this card, use its Poke-Power to attach {G} to your benched attacker, then attach for the turn. Victreebel's a good example since it only needs 2 energy to attack.

3/5. It can't block effects of attacks and it's only got 60 HP. Therefore, Gengar and SPs screw it over. That, and {G}{P}{C} is a really quirky energy cost to fulfill.
5. How's the artwork?
I like it.

The card has potential as a speed-up tech, and it could prove to be a powerful wall in future rotations.
2. What popular metagame decks could it be used in?
I really like it as a tech in anything SP that runs Garchomp C, after a Lv X is knocked out or after you Poketurn, you can bring up Celebi, attach to a benched Chomp, use Forest Breath, and retreat via Unwown Q and Dragon Rush, eliminating the dependence on Double Colorless.
3. What combos can you use it with? How so?
Above, Call of Legends Tangrowth for max grind, or as an ultimate wall with Mewtwo X. (Yet to be perfected)

I give it a 3.5/5, the power is great but free retreat would help. It can be an effective wall in future formats, but it can easily be countered as it's 60 HP can be taken advantage of by any basic Pokemon, and since Shaymin X will be rotating it can't be helped.
5. How's the artwork?
4/5, the background is especially amazing, but the smug smile kills it.

Answers :
1) If it stands on it own, it is pretty good to use its attack to avoid damage then use PokePower for energy.

2) I've seen Celebi with leafeon X and sometimes Yenmega for severe damage and multiple energy attaching. ( 1 for turn, 1 for leafeon's power, 1 for celebi's power )

3) Extra Techs I would use are cards like switch and seeker combo so I can relieve it's damage and also have another open bench space. ( useless after you charged up unless your attacker has damaged and is seekered then you repeat the process)

4) I'd give it a 2 of 5 because it is not compatible with most decks but is also rated top metagame for its ways of helping most deck with its Poke Power.

5) the artwork is pretty amazing. I'd give it a 4 of 5 overall. However I think the background could of been for detailed.

Celebi is good. The ability to stop all evolved pokemon, but Machamp and Gengar. Also it can speed up attacks and be used to stall

I'm not sure but it can be used with mewtwo x, or Machamp if you try hard.

4/5. Good wall if Machamp gets rotated out.
5. How's the artwork?
I like it. 4/5. But then again I like Celebi.

Has quite a bit of potential, but with only 60 hp playing it is just as good as giving your opponent a free prize.
2. What popular metagame decks could it be used in?
Damage prevention decks.
3. What combos can you use it with? How so?
Leafeon for extra energy, or cards that block damage from pokemon.

3/5 : is a quirky card with a lot of perks, but 60 hp hurts it.
5. How's the artwork?
5/5 Cool background and a smug smile. :D

Has slight potential, but has trouble standing on its own. Needs a partner to be reliant on.

Possible Jumpluff or Leafeon status affliction decks

None that I can think of off the top of my head

1.5/5 has less that average playability and isnt at prime quality, as it should be slightly more playable

The card is great if you want that extra energy. It's worth being played IMO, but as aforementioned, it does have the lure of a free prize for your opponent.

I use it in my Tangrowth COL deck (I got a 3-3 line at PR :D). It can also be used in many grass decks. (Luxpluff, straight up Jumpluff, etc).

3. What combos can you use it with? How so?

^ Tangrowth COL can be a bench sitter early game while Celebi stops them from attacking with Time Circle, thus allowing extra energy attachment to PUMP up Tangrowth. Then hit REALLY hard with Grind.

I deff say 4/5. Reason for that loss of one is because of low HP

5. How's the artwork?

5/5 I love all the Prime artwork except Machamp. I love how Celebi just looks at you with such a cute smile. Not to mention that every single Celebi card has had awesome artwork.
