How come your not allowed to use world chamioons in tournaments??

i not sure but i think its because they sell them at a low price ($10.00-?)
and they come with really rare cards.

It's because they come with really good cards that have been proven to be a winner deck. So they make them illegal so everyone isn't using a bunch of the same winning decks, that they didn't even do much to get...

So i can't use in tournaments IE:World Champion Manectric EX but I can use a regular Manectric EX without thew labal?
