Hi, here are my suggestions :D
-2-2 Zebstrika line, you could play this if you want for disconnect but i find it's just a free prize as it's fragile and you have raikou ex to snipe.
-1 Raikou Ex, 3 seems like an overkill as it gives 2 prizes each.
-3 N, Personal preference. I find it a dead card in the late game.
-2 Level Ball, not that it's bad just that you need space for staples in the deck.
-2 Pokemon Communication, same for Level Ball
-2 Dual Ball, Personal preference. I find pokemon collector way more consistent.
-2 Skyarrow Bridge, This is somewhat optional as it can be good, removing it to make space.
-1 Lightning Energy

+1 Mewtwo Ex, essential to win Mewtwo wars, and helps the quad bull match up easier.
+4 Junk arm, just an awesome card to get back all your resources :D
+1 Zekrom BW Really Nice attacker that only gives off 1 prize card instead of 2.
+1 Fighting energy just for consistency for terrakion
+2 Pokemon Collector, increases cosistency :D
+1 PONT, amazing hand refresher and increases consistency
+1 Sage Training, helps get those energy in the discard pile and helps dig for the cards you are looking for.
+1 Cleffa, helps refresh hands when it looks terrible
+1 Pokemon Catcher, Amazing card to help disrupt, only 2 is needed as you play raikou ex.
+1/2 Thundurs, Nice starter to get energy in the discard pile and disaster volt turn 2.
+2 Pluspower (Optional) You could use plus powers to be able to kill mewtwo's with a dce or kill eelektrik with disaster volt or kill 130 hp pokemon with zekrom.
+1 Shaymin (Optional) Allows you to manipulate energy on the board by moving them around.

You definately want to keep Skyarrow Bridge in there. Once you use Voltage Arrow, you discard all your energy, and Eels only attach to the bench. Free retreating for a fresh Raikou is eccential. That being said, you'll probably want 3. And from what I understand, Zebstrika's trainer lock is most effective in stalling your opponent's setup while you yourself get setup, and I don't think you'll require as much setup as Eelzone. I really don't see the synergy with Zebstrika unless its doing the same thing, but not giving up the extra prize. Then, if the Zebstrikas go, you'll need another attacker, preferably something that spreads. The only thing running on {L} that comes to mind is Electivire TM, but that probably isn't a viable option. Although, who knows; 100+50 can KO most non-EX's (except T-tar and Wailord). I would definately add at least 3 Junk Arms and ¡maybe! one more Catcher.
 
I think you should either run 3-3 Zebstrika or none at all. With 2-2, I doubt you'll be able to get the T2 Disconnect. Either way, your call.

-2 collector (I think the dual balls are enough but its just my preference)
-1 Fighting Energy (rather use prism since its more compatible with others)

+1 catcher (helps a lot still)
+3 Juniper (drawing and discarding)
+2 prism (for terrakion)
+2 eviolite (against terrakion and other fighting types)
+1 extra space for anything I missed or you may want.
 
Now that I think this deck is at a good potential, I would like help transferring it into Bw-On.
 
Just curious, oshawott, but what's your reasoning behind 2 Raikou EX? Have you found 2 easy enough to stream?
 
^Oshawott has 3 raikou EX currently.
Well, I think 2 is the most needed because if it were me I'd also attack with others like zekrom EX as well.
 
Well, he had 2 when I looked; he must have since changed it. And if it were me, I'd like to Catcher something heavy up and snipe my opponent's Bench. 3 would be the most condusive to that method, but I guess it depends on how you play it.
 
Well, I don't think he had 2 since in my suggested changes I suggested to cut a raikou because in my opinion 2 is enough. Thats weird though.I like more of a 2 raikou 1 zekrom EX but its just my preference.
