Fire spin's fine, making the cost any lower would make it only slightly worse than Arcanine ex. First attack is fine, 2 for 40 isn't just seen on exes any more... and the retreat cost balances out the somewhat broken power...actually, perhaps making the power only usable when active would balance it out totally.. although it might underbreak it.
