Strategy 
You want to start with Sableye whenever you can. Due to the new rules, this gives you the advantage of Trainers first turn. Sableye's Pokébody makes you go first. Use "impersonate" to get a Cyrus and hope to get some set up cards from your opponents hand. If possible thru BTS get a Weavile first turn as well. "Claw Snag" let's you discard a card of your choosing from their hand. Slowking is to make them draw badly for as long as possible. Your main attacker is Houndoom. For one energy, if your opponent has a {F} Pokémon out, it does 80 damage, it's second attack "Dark Roar" does 50 for {D}{D}. While the damage is low, it also makes them discard a card.

No Mr.Mime? Add about 2 of them into this:
Allows you to look at your opponent's hand and show yours.

Honestly, remove all Weavile. Wheres the Slowpoke? So it can look like this:

-3-3 Weavile
+2 Mr Mimes
+3 Slowpokes
+ 1 Slowking

It should now run with better consistancy. Did you ever think of Vileplume maybe?

Also, dont use Lost Remover. By the time Garchomp C LVX uses the Doublecolorless, your KOd.

I ran a deck very similar to this for a while. Found houndoom to be very inconsistent and switched to Persian.

Then wound up taking out weavile altogether as his poke power is great but he has no attack worth mentioning. Unless you use memory berry, but then it becomes very tedious to use.

My suggestion is if you want to use hand control which is fine, pair weavile with a better attacker. Use something like Honchkrow which utilizes the dark energy and hits for big damage. Take out the houndoom.

Reconfigure your trainer line...Professor Juniper is no good in most decks (Including this one, in my opinion), 1 Bebe's Search is probably not enough and 2 Pokemon Collector are DEFINITELY not enough, while 4 Seeker is probably too much even though you run Weavile.

Make sure you target supporters as well with your Claw Snags and Initiatives.

I would also add some Unown DARK, and maybe some Cyrus' Conspiracy
and Poketurn. Also, I would remove 3 - 4 Dark Energy. Double Colorless Energy could be helpful with Mandibuzz, as could Rescue Energy and Call Energy. An Azelf would probably help as well, considering your thin lines of Slowking (And Houndoom).

Finally, I think Mandibuzz is better than Houndoom here because of its extreme utility and potential. Houndoom is very limited in what he can do, but notice that I kept one in to combat Fighting types.

I hope you know, that Houndoom isn't there to do much of damage, it should just discard Handcards, so that the opponent just can play with the cards you give him.

Well, I was playing something very similar at our BR's, and I can tell You something,... You haven't any chance against SP. You might annoy them a little bit, but you have to set up too much to start the real Hand Lock, and they snipe away your Slowking. The Weaviles also aren't really good. I know that you won't change your Main Pokémon line, but I recommend to put in Vileplume and Spiritomb as Starter, then the deck might be fast enough/slow down SP enough so that you can start the Handlock.
But if you really don't want to do this, then at least put in a 1-1 or 2-2 line of Umbreon because without it, Scissor, Magnezone, Donphan and Machamp Prime will just KILL you. Magnezone will kill your strategy, because it is impossible to bring him down to no handcards, after he got one Magnezone out (and he will do this nearly every time). Also I would recommend Mr. Mime, as mentioned before, because with this deck knowledge is EVERYTHING, especially to know, what hand cards your opponent has and if it's necessary to "Weavile" him. And you'll need 3-4 Collectors.

But also with that, I don't think Houndoom can do anything this season, it might work well after rotation, but I don't think it'll work without Trainer-Lock (that means Vileplume).
