My plan for this deck is to start with Kyurem and have him ready to glaciate by turn 2. Keep spreading damage, disrupt as much as possible. When ex's start to come out, hopefully they've been weakened by glaciate and I'll go for the kill with Reshi EX, using brave fire.

Debating whether I should use Coms or Level Balls. Also not sure if my energy line is solid.
 
Level Ball is the best choice, because you will only need to search for Electrode anyway, and you don't have that many Pokémon. I also don't think that you need Cleffa, but it's up to your preference.
 
wow, that level ball vs communications point is very solid, I'm going to apply it to my Caketwo deck. I'm also not sure about only 2 catchers, I'd remove one rod and go up to at least 3 catchers for better disruption.

Also, I run this deck with 16 energy and research record to help with getting my energies up top before I blow up and even I'm considering adding an energy or two. I feel like 15 is definitely too low especially when your main attackers require 3 to hit the moves you want to hit.
 
Would 1 research records help at all?
I'd cut maybe 1 voltorb and add maybe 1 more draw power. I'd cut some energy too.
