Removes immunities.
Give it to a Dusclops; now it can be hit by Normal and Fighting moves.

Nobody uses it, so it doesn't matter. The in-game flavor text explains what it does in pretty simple words:" Moves that would otherwise have no effect will land on the Pokémon that holds it. " A Pokemon holding it has it's immunities negated.

You could potentially Trick it onto your opponent, but it's really situational. You opponent has to have a pokemon with a type immunity worth negating, but you also have to use a Trick user that isn't hurt by losing a type immunity. You're better off using a Choice Scarf or a slow Pokemon with an Iron Ball/Lagging Tail because those are way more likely to be useful in tricking.

Trick Fan Rotom with Ring Target is the only thing I can think of. It loses nothing because the ability gives it an immunity (and Ring Target only negates immunities from types).
But even then that is incredibly situational.

So I've been on and off with competitive battling, but now I'm pretty determined to jump back into it. I plan on battling within OU, but I have no clue where I even start with my team... Do you guys have any suggestions? I don't know a lot, but help would be appreciated! :3

Well, weather is always a good place to start. I'd avoid hail if I were you since even sand has more benefits in en 5 (and presumably continuing into gen 6). If you want, I could help you via PM/skype/etc. as you build the team (though I'm not going to build it for you). Weatherless teams are perfectly viable too, so don't think rain, sun, or sand are a requirement.

Only Murkrow fits that description and I'm not sure there would be a rule against it. Murkrow isn't the best choice for VCG though.

Question: Why are usage stats not correlated with strength level in the eyes of many experts? Could this be due to the influx of poor battlers on Pokemon Showdown?

I just caught a tornadus with a jolly nature the nature i wanted, but its ivs are all below 10 except for attack which at its highest it can be 17. So now to my question, should i restart my game and defeat the tornadus instead of capturing it and then beating the elite four, in order to reset its ivs/nature or should i leave it te way it is? All input on this would be great! Obviously going to be using this guy for competitive if that wasnt clear i apologize.

I'd reset. Good IVs and a so-so nature is usually better than an ideal nature and crap IVs. Gen 5 roaming RNG is a pain, so I wouldn't recommend that (not that I think you'd take my advice if I suggested you do it, anyway :/). A +speed nature is pretty much wasted if the IVs for speed are at or near 0 (since the nature is intended to give you a leg up possibly causing a speed tie at the very worst against opponents of the same species.

So should i keep trying until i get a +speed nature, and decent to above average ivs or just decent to above average ivs? I might try rnging, would be a fun challenge.

Roaming RNG is by far NOT the type of RNG you want to just jump into. BW1 Stationary is by far the easiest to learn and is a good stepping stone for getting into RNG abuse, but Roamer abuse is one of the hardest types of RNG (though not as hard as in 4th gen). IMO, it ranks up there with Dream Radar abuse (which is only hard due to the fact you only get one chance at the legends. If you can export/import game saves and have thorough backups of your 3ds SD card data (like I can/do), it is possible to bypass the 'one-shot syndrome' of the DR, but learning the associated RNG abuse, especially for non-mac users, isn't easy). I haven't RNGed Thunder- or Tornado-bros on first encounter before (and I heard it's better to do after they're roaming anyway, though I could be mistaken. It's been quite a while since I RNGed either of them), but the weather does mess with normal frame progression. In any case, SRing for good stats is also an option if you don't want to have to wait as long. If you want to continue in the game, just KO it and move on since you'll have other chances to see it and RNG/SR/whatever later. And Don't go for just any +Speed nature (there are only 4 of the 'good' ones, with Timid and Jolly being most commonly used). Aim for Timid (or Modest if you get one before Timid) if you don't plan to have physical attacks and Naive (Rash in circumstances similar to Modest) if you plan to go mixed. Both Tornadus and Thundurus will have special moves as STABs, so having unhindered SAtk is a must for competitive battling, so I'd recommend losing the Jolly one in any case, even if you just SR rather than KOing the 'new' one(s).
 
Leveling Up?

Hey so I'm pretty new to VG, my only question here is if i have EV trained a pokemon completely and it has the proper move set, is it ready for VG battles or do I have to train it and level it up? Thanks!

If you play by the Flat Battle Rules, once the Pokemon reaches level 50 there is no reason to level it up further.

But will having a lvl 20 pokemon that has its evs and moves be worse than that pokemon at lvl 50? Don't all of the pokemon go to lvl 50 to battle?

No. Flat Battle makes Pokemon over level 50 be temporarily reduced to level 50. It does not increase the level of your Pokemon that are below level 50.

Okay, I'm not new to the competitive battling aspect of Pokemon, but I am new to getting my perfect IV Pokemon.
So I've got the right nature on my Charmander -
How would I breed it to get the IV's I need (Max/Close to max on everything except Attack)?

Edit: Just checked my Modest Charmander's IV's with the IV Checker in Kiloude City and found I have perfect Defense IV's!
So how would I build on to that?

well the easiest way to get perfect (or near perfect) IVs is through RNG abuse, but that isn't available for gen 6 at the moment. Next is using 2 flawless parents, so the chance of getting a baby with all 31 IVs is 32^3 (since 3 stats' IVs are always passed down from one parent or the other. also not very feasible in this gen yet). My way of doing things at the moment is essentially get decent parents, use an everstone to lock the nature, and just breed tons of them until I get a better one (and swap that one in as a parent if I still want better).
