I think all Pokemon getting all 5 costumes might be too much to program/not enough data (feel free to correct me, I have zero knowledge about it), but what I think would be a suitable alternative would be accessories.

I agree about coding being way to complicated to give every Pokemon five forms... Not to mention art work. It's the same reason Pokemon don't follow us anymore like in HG/SS. Just way too much information. They might add a few more Pokemon still... Like the starters or baby Pokemon or something. But I doubt all of them
I hadn't thought about raichu though, gosh no one loves him. I could see it being as special as notch eared pikachu or as easily changed as furfrou. Its hard to make a strong argument either way.
It does seem to confirm that contests are coming back... Even the trailer says "is that a contest hall? Find out more next month". I guess the question now is what kind of contest? A retcon of the old system with pokemon moves or will they just be dancing and musicals now like black and white. I hope its like the original ruby and sapphire but I have my doubts.
Do you think that will make cosplay pikachu the only viable option for winning contests? I hope that to get the top marks you aren't stuck using pikachu... I want to be able to win with any of my Pokemon.

I'm pretty sure Pikachu has 7 costumes. It's more than 5, anyway.
This is why I hate Pichu. I wanted the special Pokémon to be Raichu, but noooooo! Apparently Raichu isn't cute enough or something stupid!

Nope, it's only five, at least only five revealed so far. And they're strongly hinting it's related to contests, so I don't think we should expect more (at least for Pikachu, anyway.) There is the "Pop Star", "Ph.D", "Libre", "Rock Star" and "Belle".
It does suck that pikachu gets all the special treatment and Raichu gets nothing. I was kind of hoping for a Raichu mega this game, just to give him some more love. I don't see why they haven't, even if Pikachu is the staple pokemon, it hasn't stopped them from making Pikachu clones, even if they aren't as popular as Pikachu himself. It adds to the "pika" hype, and a mega raichu could add to that hype (even make raichu more pikachu looking). But that's off topic.
As far as costumed Raichu, I'd be willing to bet that it's not happening, and probably never happening. That's too bad, especially because design wise he's a solid pokemon and looks good.

Favourite Cosplay pikachu costume
What is your fave costume for pikachu?
Mine has to be libre or masked pikachu. I love flying press as a move and I WANT TO USE A WRESTLER PIKACHU. I also love the design.
Next up is the scientist. I plan on being a scientist myself, an astronomer specifically. I like the design and electric terrain will be interesting. I just prefer libre in design.
Third is pikachu pop star. The one in the dress. You might think this would be last cause I'm a guy, but no. I simply prefer the design to the other two. And draining kiss will be useful.
Pikachu rock star and Pikachu belle tie last. I like belle's design more than rock star, but I think meteor mash will be better than icicle crash.
I will try them all, but ultimately I will use libre.

This is a special cosplay-pikachu. It won't evolve, that's for sure.
It would be weird to make it not produce eggs, but they'll simply make it hatch into regular Pichus instead, I assume.
