I get "CAPITOLINE".

Definition:

adjective 1. of or pertaining to the Capitoline or to the ancient temple of Jupiter that stood on this hill.
noun 2. one of the seven hills on which ancient Rome was built.
 
He must have spelt it wrong or something because there is absolutely no word that can be made from them that has the correct meaning however these are the words that can be made: Anti-police, Capitoline, Clotiapine, incolpiate, nictalopie, picolaient, picolinate, many of these are not British words.
 
The word that first jumps into my mind is platonic, however it is missing an e and an i. That however does not mean to rise. Also as someone above said British can be spelled differently, and might have different meanings. Also after using an online word unscramble, I got capitoline as stated above.
