Ruling Damage doubt

Hello people!
Well, yesterday I saw the Luxray GL lv.X scan and I get a doubt, about it's attack Flash Impact:

{L}{C} Flash Impact 60
Does 30 damage to 1 of your Pokemon, and don't apply Weakness and Resistance to this damage.

I do not apply Weakness and Resistance on the damage to Defending Pokemon, or the damage for 1 of my Pokemon?

It has yet to be translated, but if this is like Zapdos (MD), which I suspect it is, then it means to your own Pokemon.

'This' refers back to 'Does 30 damage to 1 of your Pokemon', thus it doesn't apply to the standard 60 damage, only the 30 damage on 1 of your Pokémon. I have no idea to make this more clear, but I do want you to look the word 'and'. 'And' and the comma mean the sentence isn't ready yet, and mean it's a whole.

I think this should still be clear enough.
