Ruling Damage Order

Let's say the defending Pokemon is a Tangrowth SF. I attack it for 90 and it's burned. My opponent flips for burn and gets tails. How does the order of the damage go? Does the burn knock out Tangrowth, or does it heal one because of its Pokebody and remain with 10hp? Or, the order doesn't matter because knock outs don't occur in between turns?

It'll heal 10 damage and remain with 10hp. Knock outs CAN occur in between turns but all effects are checked off before any knock outs occur.

Another example of this is in Mother Gengar. Gengar decks tech in Nidoqueen so that their Gengar has less of a chance dying in between turns, forcing the opponent to actually attack the Gengar, thus activating Fainting Spell.

Oh, ok. So, the order of status doesn't matter because both effects have to occur before the final remaining HP is calculated, right?

actually, that's not exactly true

if you have a pokemon with an effect that will KO it in between turns, and a healing effect in between turns that can keep it from being KO'd...you actually have the choice of letting the effect to KO it, do just that

when you and your opponent have an "in-between turns" effect on your pokemon, you can choose if your effect will happen first or last

If this is the case, who decides which effects go first? The attacking or defending?

The owner of the card in question decides what order of effects happen in, provided those effects do trigger at the same time, like in this case.
In this case, your opponent, the Tangrowth's owner, will use its Poke-Body to heal, and then flip for burn.

of course, he has to mention the order in which he wants the events to occur, if he flipped the burn coin, he would have to put the dmg, and he get's his tangrowth ko'ed because he forgot to heal first.

this is incorrect...as being he can have the dmg take effect, and then the heal take effect bringing the pokemon out of KO status and have HP left

once all "in-between turns" have taken place, then you would check again for KO status, if the pokemon still has HP, then it isn't KO'd

If the effect is a poke-body that says "you may remove X damage/damage counters", then yes you can flip for burn and not use the healing effect, therefore the pokemon would be KO'd.

However, in the OP's scenario, the tangrowth's body says "remove 1 damage counter from Tangrowth between turns", so it is a mandatory effect that must take place between turns, regardless if the player forgets. So if the tangrowth were burnt, then they would flip for burn then heal, or the other way around, or however the person wishes. But, both effects must take place as both are mandatory effects.

and where in my post does it say that you can choose for an effect not to happen, in regards to the scenario? you have just repeated what I stated
