So my stragey is get sabelye out,use ultra balls,levels balls,to get Darkrai,deino-hydregions out,garitina,and other out depending the situiaition,attach energy quick ko win befoe they setup
 
It ain't going to work in this format.

Klinklank will discard your special energies and lock your Darkrai EX. Then you can't attack and you lose.'
Hammertime will hammer all your energies and generally outspeed you.
Plasma decks will just outspeed you, and then to add insult to injury they will one hit kill everything you have.
Rayeels is the same, their Rayquaza will kill everything you have. Now with Keldeo EX providing the free retreat they are stronger than ever.
Big Basics was always a bad matchup due to the weakness, and in the current meta they are using Garbodor more and more which means your Hydreigon is often useless.

I'm sorry to break this to you, but Hydreigon is not a viable deck in this format. If you want to play Darkrai, I would recommend a Hammers list or a Darkrai/Absol list, both of which do well in the current format.

But if you insist on Hydreigon, here's some advice:

1. The Hydreigon from NVI is not useful. It requires 4 energy to attack, and does 60 to 2 Pokemon which is not very significant nowadays. Then your opponent kills it and you lose a stage 2 and all those energies. I'd cut it for more consistency like supporters.
2. No idea why you play Latias EX. Every deck in this format has attackers that don't have abilities. It is a 160 HP EX which means it is easier to kill than normal EX's and it only does 70 damage with weird energy (you need to attach 2 blends/prisms to it). It's certainly not a tech that helps in this deck.
3. Giratina would be decent against Klinklang, if not for the fact that Cobalion EX hits for 1 energy and discards your special energy so you can never rely on special energy being on the field to use the attack. I'd substitute Absol (PS) instead, and possibly even run 2 Absol because it fulfills the function of anti-Sigilyph/Klinklang.
4. 3 Deino is not enough in this format where attackers can pull off 60 damage on the first time like it was nothing. You absolutely need 4. Use one of the spaces you freed up from your techs to add it.
5. 10 energy total is way less than what you need. You will need 12 (4 blend 8 dark) to function. You needed 12 to function when Hydreigon first became a deck; you certainly need 12 now that many more decks have energy denial.
6. Rock Guard is a bad card. It can be catchered around, people often run Tool Scrapper anyway, so you should cut it for a consistency card like Computer Search.
7. Your deck uses 3 Darkness attackers (not counting the Hydreigon NVI that I'm cutting). No idea why you use dark claws at all. You should cut them for the 2 energy that you need.
8. Energy Retrieval? Why don't you just run 1 more Dark Patch... it attaches onto the Pokemon directly...

I know i put more 60 cards in this deck,but im going to explain why,

I put 1 Garitina for Rayquaza even if Rayquaza has eviliote on it, 1 hit ko with shred and other pokemon such as Latios (used in Blastoise/Keldeo)

1 Hydregion PS is for pokemon such as Garbador,if Hydregion hase 4 energys attached and a dark claw easy 1 hit knockout

3 Deino is low but also have level balls,and ultra balls even computer search

1 Shaymin for searching blends an last game main hitters ( if your oppenet has 1 prize card left it last attack REVENGE BLAST to hit for 180 damage,and pokemon weakness of grass such as Terrakion,and Keldo/Blastoise.

1 Keldo (Rush in for taking out Paralysis/Poision)

1 Latios for making it hard for Kingklang and Blastiose/Keldeo a harder time to attack,and great for stalling but it will be horrible against Garbadoar

2 Absol for a a turn 1 Fearsome Shadow with 2 colress machine,and also look at his hand

1 Frozen City to make more damage with Hydregion (PS) and Absol
 
i am very sorry for mine first post you can delete it if you want there are two ways of playing hydreigon first is worse in mine opinion but you get like 1-3 pokemon in each type (Grass Dark Fire Psychic) or there is a more dark deck (still some other pokemon) pick which one you like and i will tell you a deck list for that one

i made alot of hydreigon decks so i know alot of it
 
I think this is an incredibly hard list to make, as including a stage 2 line and a bunch of tech cards makes for a crazily tight list. I like the idea of latios but with more decks running enhanced hammers to counter plasma basics, running a lot of special energy in order to charge her up becomes difficult. Here is an example list that i put together based on the list you posted, hope this helps :p.
