Help Deck builders needed please!

Hi! Ive been playing and getting into Pokemon cards with some friends and thought it would be hilarious if I made/bought a deck where the only pokemon were Pikachu and Pikachu variations. Any help would be very appreciated.

Notes:

The price should hopefully be 30-40$ (sleeves included)

the goal was a deck where the ONLY pokemon were pikachu

Ah, I thought you meant Pokémon like Dedenne, Togedemaru etc. with "Pikachu variations". I'm not sure how far you'll get with only Pikachu cards as you can only have 4 with the name "Pikachu". Depends how far back you want to go. If the cards have to be standard-legal (meaning you can use it in a tournament), I think you only have Pikachu and Pikachu ex. If you go further back, you could use any of the Pikachu V / VMAX, Pikachu V-UNION, Flying / Surfing Pikachu V / VMAX, Pikachu & Zekrom GX, Detective Pikachu... or even Lt. Surge's Pikachu.

I would choose that Silver Tempest for beginning. It is easy to play deck and at the same time a fun one
