Help Deckbuilding Rules, with talonflame

Recently I was challenged to make a deck, with 0 Shaymin EX, 0 Hoopa EX, 0 VS-Seeker and 0 basics...
So I am forced to use talonflame...
I made up an Aerodactyl deck, and its pretty good.
Would this deck be tournament eligible, considering there is no basics, even with talonflame?

A tournament-legal deck requires at least one Basic Pokémon, so no.

This isn't the first time you've been able to to start with a card that isn't a Basic Pokemon, incidentally. The older fossils (the ones you can play as a Pokemon, like Mysterious Fossil) could be placed as starters, too.
