Standard Defensive Primal Kyogre/Weavile

This is my first time experimenting with a Primal Kyogre deck, and I haven't had a chance to playtest it more than once. The list I have right now is what I adjusted after the one match. Please don't suggest Shaymin. I am well aware that it's a great card for consistency, but I don't have them and I'm certainly not spending $70+ on one of them, let alone multiple copies. Any other suggestions are much appreciated!

Pokemon: 12

3 Kyogre EX
3 Primal Kyogre EX
2 Manaphy EX
2 Sneasel (STS)
2 Weavile (STS)

Trainers: 38

3 Kyogre Spirit Link
3 Dive Ball
2 Ultra Ball
3 Trainer's Mail
2 Professor's Letter
2 Assault Vest
1 Healing Scarf
2 Energy Reset
2 Energy Switch
4 VS Seeker
1 Super Rod
4 Rough Seas

3 Professor Sycamore
2 N
1 Skyla
1 Lysandre
1 Hex Maniac
1 Pokemon Center Lady

Energy: 10

10 Water Energy

Strategy:

I need a Weavile out, and once I have Primal Kyogre in play, attach two energies per turn (Growth Ancient Trait), while moving them to another Primal on the bench. I have multiple ways to get energy around - I can use Skyla, Prof. Letter, Energy Reset (to grab the two I just moved off of the active Primal), or Energy Switch. A fun play is to use Weavile's Tear Away ability to remove the Spirit Link off of my active Primal, attach Healing Scarf, attach two energies to heal off 40 damage (20 per energy), Tear Away the scarf, and attach Assault Vest before attacking, to defend against my opponent's oncoming attack.

The healing factor of this deck is what appeals to me the most. Assuming I have all the cards I need, I have the potential to heal 130 damage off of one of my pokemon. Rough Seas heals 30, Healing Scarf can heal up to 40 damage, and Pokemon Center Lady heals 60. If you include Assault Vest (there's a lot of special energy running around my area), it reduces my opponent's attack by 40. Since this deck is unlikely to OHKO big threats, I make survivability my priority to get the 2HKO's.

I know this deck list is atypical, so I'll go over some of the odd cards out.

3 Dive Ball, 2 Ultra Ball

I find that I mostly need to get out the water pokemon faster, and I don't want to do so at a cost of two cards, since I run only 1-3 copies of things. I use 2 Ultra Ball mainly for the Weavile line, but can also get out everything else, unlike Level Ball. I was originally doing 2-3, but wanted to try it this way to see if I liked it better.

2 Energy Reset, 2 Energy Switch

I went 1-1 with these the first time around and was sorely wanting more of them. So I upped the count, but I haven't tested this yet. I don't include Float Stone since I have 2 Manaphy EX, but sacrificing a turn to attach an energy to a gusted out Weavile was not working for me at all. I'm debating on taking out 1 Manaphy EX and adding a Float Stone in its place.

3 Trainer's Mail, 3 Sycamore

I cut a 4th Mail and 4th Sycamore for the additional Energy Reset/Switch. I found that I wanted to use Skyla far more often than Sycamore to get the Tools/Energy Manipulation cards since most of the time I needed a specific card and not a hand-refresh. It could easily be argued to add back a 4th Trainer's Mail because it helps get those item cards that I was using Skyla to go get. I just don't know where to make cuts.

-------

Because a lot of focus is given to the defensive playstyle of the deck, I found I had trouble accelerating energy to hit the first big Tidal Storm attack in 1 turn. I would like to include Max Elixir or Mega Turbo to assist in getting that extra two energy to start, but I don't know what to cut for these. I love the idea of the deck, but I can't seem to get it to move a little bit faster in the first two turns.

Thanks for getting through all of that, I look forward to any suggestions!

Honestly I have been play testing Kyogre decks and Shaymin rarely helps. My biggest helper I have found is Palkia. 2 energy for 40 damage and u can attach 2 energy to your bench. Easy way to power up kyogre. Use lots of float stones too lol

I'd also suggest replacing the Pokemon Center Lady with Olympia. Since Garbodor is quite popular right now, you may not be able to use Manaphy EX's Ability at times. Olympia can switch-out your Active plus heal 30 damage - quite useful at times.

Something to consider might be 1 or 2 Splash Energy. Being able to get a Manaphy or Kyogre back can really put your opponent in a sticky situation.

I haven't tried Palkia, and I tried out Mega Turbo, didn't like it, so I'm trying Max Elixir now. If that doesn't float my boat, I'll give Palkia a shot. How many copies would you suggest? 2 or 3? I added in a float stone as well so that I don't have to waste an energy attachment on a Weavile if it's Lysandre'd.

I added in a Float Stone to help out when I don't have Manaphy out. I realized last night that trying to heal 130 may be unnecessary since it might not prevent a 2HKO anyway. At least Olympia could switch me out and Rough Seas could help make the same amount of progress in 1 turn, as well as continuing to help reduce damage as it sits on the bench. I'll definitely try Olympia out, I think I like the sound of that better than PCL.

I added in 2 last night. I'll update my list above. I definitely agree - having my Kyogre back to keep momentum is really good.

What I did last night:

-1 Manaphy EX
-1 Pokemon Center Lady
-2 Energy Switch
-2 Water Energy
- 3 Dive Ball

+1 Hoopa EX
+1 Fisherman
+2 Mega Turbo
+2 Splash Energy
+2 Ultra Ball
+1 Float Stone
+1 Professor Sycamore

I didn't like the mega turbo because even with 10 energy I couldn't get it into the discard (I also had 3 prized, so that might have been why). So I'm going to try max elixir instead.

-2 Mega Turbo
-1 Fisherman

+2 Max Elixir
+1 Articuno (ROS #17)

Since I'm wanting a little more oompf to the deck, I thought maybe Articuno could help do a little late game sweeping to get the last prizes a little faster with it Plus ancient trait.

I have been using 1 Palkia. I try to get Hoopa out, get Palkia and kyogres and then start setting up Palkia. By the time he is KO'd you can have a Primal Kyogre setup and ready. Also like the other person said having splash energy in the deck allows you to play only one palkia.
