You may not do the damage, if you dont do the damage, during your next turn, Delcatty Lv. X's attacks does 50 more damage. If your opponents Pokemon is Knocked out by this attack, Delcatty Lv. X is now Knocked Out too.

The poke power and the first attack are overpowered.The second attack is good.
 
I think the first attack is a little much. For only one energy maybe 30x would be more fitting. Especially since Delcatty PT is just going to put them on top anyway.

I think it's fine for a Lvl X. There are so many ways of getting out of a status.
