Ruling Devolution spray

Can devolution spray be used on a basic? Nothing on the cards says it can not. Just the highest evolution.

No you cannot. You cannot play a card with no effect if it is known or if it has no valid target. In this case it is both. Another example would be playing catcher when your opponent has no benched pokemon.
