Ruling Dialga EX Chrono Wind

Hello.

I have 2 questions about Dialga's Chrono Wind.

1.-My opponent uses Chrono Wind against my active any-EX. If I retreat my any-EX and then use switch to put it as active again (reset my Pokémon iirc) can I attack with my any-EX?

2.- If my opponent uses Chrono Wind against my active EX, then I retreat it and put a non-EX Pokémon as active. Can my new active non-EX Pokémon attack?
 
1. Yes. Moving to the bench removes all effects unless otherwise stated. So you would be able to attack with your any-EX.

2. Yes. The effect, if it was still in effect, would remain in the Pokémon that just went to the bench, since it says "Defending Pokémon".

I remembered the last question I had.

If my opponent uses Chrono Wind against my active Pokémon-EX and at my turn I retreat that Pokémon and then put another Pokémon-EX. Can the new Pokémon-EX attack?
 
I know this thread is super old but hopefully I can still get some answers ^^ If someone has a Dialga-EX and uses Chrono Wind, would it also prevent attacks that do no damage but have other effects, such as Kangaskhan-EX's Triple Draw?

It won't be able to attack. Period. It doesn't matter if the attack does damage, draws cards, fights green lizards or eats pizza. It can't attack at all.
