To date, I have gotten 17 packs of Rising Rivals. I have pulled 2 heat rotoms, 1 fan rotom, and a flying Pikachu. BUT NO LVL X POKEMONS!!

Aren't those 4 cards harder to pull than lvl x cards?

No, they are the same.
 
I have bought 19 RR packs. No Lv.X, only Fan Rotom and Flying Pikachu.
So, I think you are very lucky.
 
I've bought a box as well as 10-15 additional packs, while getting Floatzel GL, Mismagius GL, Heat and Wash Rotom and Surfing Pikachu
