Ruling Does Parallel City reduce the Self-Damage from attacks?

Hey guys, I have a question. let's say I'm using Entei AOR with Theta double, and my opponent plays Parallel City to reduce my damage by 20. I use Heat Tackle and flip tails. Do I take 10 damage or 30 damage?

Heat Tackle does damage and Parallel City reduces damage, so a Heat Tackle tails would just do 10 to Entei.

To elaborate, the reason Parallel City reduces damage is because the card does not specify where the attack has to come from in order for the damage reduction to apply, only that the attacking Pokemon must be one of those types.
