Does someone know what set is going to be out next?

No, nobody knows for sure yet. The sets will be rotated out September 1st.

Is Rising Rivals guaranteed to be still in the next rotation?

I have access to buying a lot of packs, but I'm hesitating on doing so because I'm not playing this season and building my deck for next season's.
 
It isn't guaranteed because no one knows what'll be rotated.

And before anyone says that it probably is,

Well, there would be no proof.
And saying "probably" already means that there is no proof needed since it is only an assumption.
The reason for the assumption, however, is that it is one of the last few sets. There will only be two, at most, sets to be released before the next rotation comes along.

Does anyone know what the least amount of sets in a rotation was?
 
I think the rotation might be Platinum on but no one knows for sure yet. Rising Rivals will probably stay in but you never know.
